Cliff is the Chief Health Interoperability Officer for Technatomy Corporation where he provides strategic health interoperability guidance and innovation leadership. With over 30 years of progressive leadership experience in the Health Information Interoperability and Healthcare Management fields, Cliff has held key positions both in the federal and civilian sectors.
Prior to joining Technatomy, Cliff was a Senior Executive serving as the Director, VA/DoD Health Information Sharing from 2001 to 2013. In this position, he advised the Veterans Health Administration (VHA) Chief Information Office in matters of VA/Department of Defense (DoD) health information sharing and provided management and analytical support to a wide variety of VA/DoD health data sharing programs and projects. In addition, while serving in this position, Cliff provided transformational guidance and insight as a VA health information management subject matter expert to the President’s Task Force to Improve Health Care Delivery for Our Nation’s Veterans. Cliff also provided transformational leadership as the initial Deputy Director for the stand-up of the Congressionally mandated DoD/VA Interagency Program Office.
From 1997 to 2001 Cliff supported the federal government as a civilian consultant. In this capacity, he served as a project manager and senior consultant for Birch & Davis Associates, Inc., and managed projects to identify, support and promote health information technology sharing between the VA and DoD.
Cliff is a retired Army Medical Service Corps Officer and service-disabled veteran. He retired in 1997 as a Lieutenant Colonel. His awards include the Legion of Merit, Meritorious Service Medal (4 awards), Army Commendation Medal (4 awards), Army Achievement Medal, Southwest Asia Service Medical and the Expert Field Medical Badge.
Cliff holds a Bachelor of Science degree from Indiana University, Master of Arts degree from the University of Northern Colorado and a Master of Science degree from Kansas State University (Phi Kappa Phi). He has also completed a Graduate Certificate in Information Systems Management from the University of Maryland University College and a Masters Certificate in Project Management from The George Washington University/ESI.
